The information given by Russian authorities on the new Personal Data Protection Law have been quite limited and vague. Here is briefly how we understand the new law:
All personal data related to citizens of the Russian federation must be stored in databases kept on the territory of the Russian Federation. The law applies to all personal data with which a person can be identified, including for example first and last names.
The law applies to all companies that handle personal data of Russian citizens for example in the form of customer data. At least companies with operations in Russia are affected by the law. According to some sources the law is also applicable to foreign companies without a permanent agency in Russia, if they market their products and services to Russia and handle personal data of Russian citizens.
Russian authorities intend to collect a register of companies not abiding by the new law. Furthermore, authorities may block access to these companies’ websites from Russia.
